Rachel Dockery

Senior Associate Attorney

Previously a Research Scholar at Indiana University, Rachel focuses on privacy and cybersecurity law. Rachel co-founded the Indiana University Cybersecurity Clinic, a multidisciplinary service-learning clinic which connects students to critical infrastructure operators and nonprofit organizations to help improve their cyber resilience. Formerly the Executive Director of the clinic, she now serves as a Clinic Fellow, providing advice and guidance for student projects.   While at the Indiana University Mauer School of Law, Rachel  taught courses in cybersecurity law and policy, information security law, the CISSP Primer, and other ourses in cybersecurity. 


Rachel has a JD from Indiana University Maurer School of Law, an MBA from Sungkyunkwan University Graduate School of Business, and a BA from American University. She is admitted to the Indiana State Bar and holds a CIPP/US certification from the International Association of Privacy Professionals.


Research experience:

  • Published in the American Scholar, the Seoul National University Journal of Law & Economic Regulation, the Cornell Journal of Law & Public Policy, the UCLA Journal of International Law and Foreign Affairs, and IAPP’s Privacy Perspectives

  • Co-authored “Data Privacy and Security Law” in the Oxford Handbook of Cyber Security and “The United States and Cybersecurity Due Diligence: A Continuing Dialogue for International Cyber Norms,” in The United States and International Law: Paradoxes of Support Across Contemporary Issues

  • Primary research examines data protection, privacy, and ethical challenges arising from data sharing, artificial intelligence, and other emerging technologies.
